Three Hard-Won Lessons From Building Digital Banks

Launching a regulated digital bank in 18 months is achievable through ruthless prioritisation, honest build-versus-buy decisions, and treating compliance as a continuous discipline rather than a sequential gate.

The ambition to launch a digital bank on a faster timeline is rarely the problem. What derails most projects is quieter: accumulated inefficiency, misaligned vendors, late-stage compliance surprises, and scope creep that compounds until momentum stalls.

We’ve taken newly licensed digital banks from concept to fully regulated institution (meaning it includes deposits, mortgages, live customers) in 18 months. And it didn’t stretch resources thin or distract from innovation.

So how is that possible? It starts with understanding three hard won lessons:

1 Lean teams can ship a full bank, but only if prioritisation is ruthless.

Building a regulated financial institution, and getting it to market on your timeline, has no room for phrases like “nice to have.” Every sprint decision is a trade-off between regulatory readiness, core customer journey, and everything else. What we found is that delivery success depended far less on perfect implementation and far more on minimising complexity across the stack. 

That includes reducing dependencies, holding a tight scope, and maintaining high individual ownership at every layer. This is something we’ve since codified into our own system integration framework: an opinionated, internally developed set of architecture guidelines, tooling, and SDLC documentation built specifically for banking projects. The goal isn’t to hand teams a rigid template; it’s to remove the low-value decisions so engineers can focus energy where it actually matters. 

Even lean teams can launch regulated banks in 18 months. But only when the delivery model is built around discipline, not heroics.

2 Off-the-shelf is only an accelerator when you use it as-is (and is that a good idea?) 

A recurring bottleneck in bank building projects stems from third-party platforms that require far more customisation than the vendor’s standard product supports. What starts as a time-saving choice can become a source of coordination overhead, extended timelines, and stabilisation cost.

The lesson here isn’t that vendor tooling is bad, it’s that the build-versus-buy decision needs to happen honestly and early. When a platform requires deep customisation to fit your use case, it often stops being a platform and starts being a liability. In some cases, a lightweight in-house solution is faster, cheaper, and more predictable than an enterprise product bent out of shape. 

We applied this lesson to our framework, so that it addresses this directly by providing a pre-validated, opinionated tech stack, one we’ve developed and are continuously refining through real banking engagements. That way, no one is making foundational tooling decisions under pressure mid-programme.

3 Compliance will keep evolving, what matters is how fast you can adapt

No compliance framework survives first contact with a live bank build entirely intact. Regulatory interpretations shift. KYC providers revise their requirements. Risk functions surface new concerns as the product takes shape. This isn’t a sign that the upfront work was inadequate. In fact, it’s an inherent feature of building in a regulated environment, where the product and its oversight mature in parallel.

The real differentiator isn’t whether compliance surprises happen. They will. It’s whether your team is structured to absorb them without derailing the programme. What we’ve observed is that teams which struggle with mid-build compliance changes tend to share a common trait: governance is treated as a sequential gate rather than a continuous discipline. When a new requirement lands, it triggers a review cycle that was never designed to run at sprint speed, and momentum breaks down. 

The teams that handle it well do things differently. They keep Risk, Compliance, and Security as active participants throughout delivery, not reviewers who appear at handoff points. They build their architecture with configuration flexibility in mind, so that a vendor requirement change doesn’t cascade into a full rework. And they treat each compliance iteration not as a setback, but as a signal that the product is maturing toward something genuinely launch-ready.

We’ve taken this lesson into how we structure our engagements: embedding compliance touchpoints continuously rather than front-loading them as a one-time pre-condition. It doesn’t eliminate surprises, but it dramatically reduces the cost of absorbing them.

What this ultimately means 

The banks that will successfully transform and the new entrants that will successfully launch are those that stop treating technology as the only challenging part.

The hard part is decision quality: knowing when to build versus buy, how to keep a small team focused, and how to sequence governance so it enables delivery rather than disrupting it. You can launch a regulated digital bank, live in the market, in eighteen months. It’s achievable with. But only with the right framework underneath it.
